NOTE: BEFORE I TRY THE BELOW AGAIN I'LL REVISIT THIS SITE
AND TRY STEP 6.
If and when that happens I'll report findings here.

Even when there is oil in the tank from time to time I get no oil flow.
This seems like a clunky remedy but it's the best I've come up with and have had to do it at least a dozen times over the years:
I disconnect the feed line and apply vacuum via plastic tubing until I see oil flow in my trap bottle (adapted from a bug catcher I made long ago).
I start the vacuum cleaner and just push the tubing to the feed line and hold it tight with my hand.
I think I made an adapter years ago, so I would have to hold it tight, but lost it.
I think I also tried connecting to the bleeder instead, with less than satisfactory results.
Then I have to quickly reconnect the feed line which always results in a bit of mess as I have no shut-off valve.
It worked right away today (was 14 degrees out when we got up to a cold house this morning).
With oil feed disconnected, I grab it with left hand and push the tubing against it with my right.
Even with the trap I still get oil into the vacuum cleaner hose. That's OK, I don't use that little cannister for anything much else these days.
